So calling it lazy isn't really apt, since it's probably more work to model a bunch the chest and stuff inside rather than just the chest. It's visual storytelling - your suggested sack of jewels/coins could be a sack of anything if you can't see what's inside.

While I'm inclined to agree on the straps bit (although that would probably be incredibly hard to pull off without horribly clipping into body armor), the chest is open to make the point that its stuffed full of riches.
If I wanted to look like a plundering treasure hunter, a nice backpack with a golden sword hilt sticking out or sack of coins/jewels would be so much better. It is hanging open why doesn't stuff fall out? I cant imagine anyone actually wanting to use this but to each his own I guess. They just stuck the chest there without any straps to hold it on.
